Unfortunately until the government actually gets it's arse in gear there's no way to know the timescales or exemptions that will apply for EU students already in the UK.

I'd recommend applying for entry. Universities were universally anti-brexit and have been very positive and supportive to EU students applying or currently in the UK. It's likely that universities will do all they can to help students to complete their courses even if the government try to change the rules.

The government say they'll start the process of Brexit before April 2017 - after that it will take up to 2 years for the details to be decided/negotiated (so this isn't likely to be sorted out quickly).
