I was given an open offer from an Oxford college which i applied to. How likely is it that i will end up there after all? and do i have any say in where i am eventually allocated?

You have been accepted, as long as you meet the offer conditions then your place is not in doubt. An open offer just means that you haven't yet been assigned a college. No, you don't have any say over which college you will go to.
