My laptop's storage is full and i keep getting notifications saying my hard drive C is full.
What does that actually mean, because i have tried to delete stuff like my downloads but i still get the same notifications.

The C drive is the letter used to reference the drive that has been mounted. Your C drive is full literally means just that. Your C drive is full, you've got no more space. Deleting your downloads won't help unless you are actually had stuff in the folder that was taking up room. You need to delete some of your documents, try emptying the recycle bin and so on. But the issue is you have filled your disk up with data, be it documents, applications, etc.
Since you had to ask the question I'll post a disclaimer. Don't go and delete any old file that looks unimportant. Odds are you'll accidentally delete a Windows file and brick your computer. You need to delete stuff from your documents or uninstall applications. If you can't delete you need somewhere else to store the data.
