Is running 1km in 8minutes bad??

It's not awful if you're a beginner but if you practiced it would naturally improve.
Why exactly are you concerned - is there a reason?

it's not a good time - I run 1km in around 5 min 20-40 seconds and that's when running 5-10km in a row... however if you're only just starting out running it's not shockingly terrible or anything, plenty of people are content with that pace... if you train a bit you'll get better fast

No, not at all for a beginner, when I started running I think I did my first 1k in around 7 mins, I now run 5 minute 10ks easily after a year of on and off running so it can definitely be improved.

On a flat or uphil? How long have you been running for?
It's not the fastest ever, but certainly not the slowest!
Keep it up and you'll definitely see some improvment
