I was looking round the oxford site, and found a picture on the Balliol website. the link is http://web.balliol.ox.ac.uk/applying...come/index.asp

Is it me, or is the guy in the back of the photo rolling a joint?

Yes, that's what they do at Balliol. They are proud of their left-wing credentials, and trumpet them at any opportunity. Dope smoking is the chic, counter culture symbol of the left wing.

Or it could just be tabacco.

It could be, but it would be funnier and more interesting if it were a joint, also if you look at the bloke rolling it, he looks like the type of guy who's not agianst that type of thing.
