Start by writing out the balanced equation between the reaction of these 2 chemicals.

You need to do a symbol equation, not a word equation.

So HNO3 + NaOH -> NaNO3 + H2O

Now you know that the molar ratios are 1:1 between nitric acid and sodium hydroxide.
5. Then, work out the mols of HNO3 using the equation n=concentration*volume /1000
6. And you know the ratio is 1:1, so the mols of NaOH is the same. Then, use the equation n=c*v/1000 again, this time using the mols of NaOH and volume of NaOH used, and rearrange to get the concentration of NaOH.
