    I'm a bit stuck on a small question in my work but it's been bugging me: Would the economy being based on a serf economy with a top heavy bureaucracy damage or improve chances of industrialisation? (Russia topic)
    I've got that serf economy = exploitation of labourer who has both land and equipment needed for production, but that these are used to tie him to the owner/person in charge.
    I've also got that a top-heavy bureaucracy = having a high proportion of admin.

    I thought that a top heavy bureaucracy would not help industrialisation because it needs less government interference, but I'm still confused about the serf economy.

    Also if anyone knows whether there were good harvests during the Free Trade Era (Russia 1840's-1870's), that would be good to know as I can't find anything!
