    Always go back to your definition, nucleophile......"lone pair"....

    How available is the lone pair/.....on the oxygen to act as nucleophile - that is how strong it is

    H - O - H

    CH3CH2 - O - H

    alkyl group (ie the ethyl CH3CH2-) is electron donating by inductive effect.

    This would make the lone pair on the oxygen in ethanol more "available" in comparison with water (the hydrogen vs ethyl).

    Hence, ?? is the better nucleophile
