Am not sure on all Uni's spending on all the state of the art devices.
But when our class were given module 'ON and NOS', we were given a ISO image of MSWIN7 and MSWIN8 Server, which we were to install on our own PCs in the application Virtual Box (VB), where we had to configure, join client to server and check our testing results.
But this may be because am not living in the Uni college premise and therefore take my work home to study.

About using MAC or IOS, you can.
Another module, for programming. I have 'Eclipse' I also have NetBeans.
On my iPad and iPhone, I have; Pico Compiler, JSON Designer
Some applications may not work on certain devices due to the architecture build of the device, application or both.
And with that said, the choices our dear tutor take to choose which application us learners will use, may not be our own choice.
Our dear tutors may well say 'pick your choice' but may the emphasis to use the tutors choice to keep the class on par with your module timetable.
