Hello I'm an international student and interested in studying Development Econ for Masters. I want to inquire if Oxbridge out rightly reject applicants with a low GPA for courses where they've specified the minimum GPA sought for applicants from the US?

I have done my undergrad from a developing country where GPA system is followed. I know GPA is not the only factor considered and a high GPA cannot guarantee admission but I'm interested in knowing if it's worth applying when the minimum GPA criterion is not met (disregarding other factors that are taken into account for assessment).

Contact the department and tell them your circumstances. They are the only ones who can give that advice.

Yes, they do. There should be a minimum GPA on the courses page. Unless you had difficult circumstances, success is unlikely.
