Where to go for References? watch

So I have this looming problem of where to go for references for jobs, like character references. I'm ok ish at the moment but always seem to be relying on other people to help me out, such as friends of other family members, possibly even relatives if I can vaguely get away with it. More recently it has been college lecturers, but of course as time goes by I can't really keep going to them, plus they will eventually retire/move on anyway. Suffice to say I find it difficult to make friends not that I have any idea why. Problem for me is that long term I foresee this area could become real problematic. Aside from going on more courses the thought of which doesn't really thrill me after all the education I have already done I'm not sure where I might get future references from (not talking of employer refernces here). Since the workplace is in an almost constant state of flux these days with streamlining, mergers, booms & busts, cut backs, etc. I think I'm going to find keeping in employment posibbly difficult in the future which is not great. So wondering if anyone on here might know of any solutions to such a problem?

Apply for part time job or work experience, do a great job and get a reference, use that to get a better job. Repeat.
