90% of the welfare state does nobody any good whatsoever. Allow communities and families to fun their own affairs, having an anonymous centralised bureaucratic system controlling whether you eat or not doesnt help anybody long term. People are designed to live in tribal communities where they look out for people either connected by blood or ideology. If someone is impoverished through ill health then family/community/church should look out for them and nobody else. If its more to do with an individual making poor moral choices then again the community/family should guide and discipline that person. The only reason why have such a flabby benefit system is because the government are deliberately dismantling the conventional family. If we reinstated traditional values using the church as an additional form or benevolence there would be no question of people starving or going cold.
