Yes they will, but you'll definitely be in a better position to apply, depending on what universities you choose. Take Leicester for example, this year I applied with achieved grades, so they scored A's and A*s at gcse's the same, so if you are lacking in A*s that's a viable choice for you, also Cardiff added extra points on top of your gcse scores, so you can be a competitive applicant even without the best gcse grades. But all universities will still consider gcses in one way or another
