I spilled water on my ipad mini 2 about 2 weeks ago now.

It didn't turn on but when I put it on charge the screen flashed apple logo, I tried to reset it by plugging it into itunes but as soon as I disconnected charger from mains the screen switched off. It did this for 2 days.

Now it's being 1.5 weeks and the screen hasn't flinched at all even when I put it on charge, it's sat in it's box now I don't know what to do with it? Is it dead?

You ran an electrical current through a device that probably had water on its circuit boards, if it's still not working almost two weeks later it's almost definitely dead. Your best bet is to take it to Apple to be looked at and hope you've only fried something replaceable.
