I recently left Oxford university and unfortunately my eduroam doesn't work anymore. Is there a way to apply for a login? Is there any place that gives out paid subscriptions for example?

It depends on the uni, are you sure your login has expired? My login is valid for another 3 years (City University) and I've graduated. Try to contact your university about it.

Eduroam is specific to university, education and research organisations. If your uni has removed your access and you are no longer involved in the relevant fields, then you won't be able to use it.

How often are you around eduroam that having access would make a noticeable difference?
