    Short of passports and birth certificates there is no real way to enforce it, it is ultimately down to the parents.
    And of course, asking potentially insecure websites to hold information like passport numbers and other identifiers is a shockingly awful idea with the amount of big internet companies being hacked nowadays.

    When an age limit of 13 was mentioned I assumed it meant an upper age limit and thought, That sounds about right.
