is a first class degree from a non-russel group uni (coventry/wolverhampton) better than a 2.1 from a russel group uni like (nottingham, liverpool)?

Definitely not - go for Russell Group if you get an offer, 100%. 2:1s are very respectable.

Depends, if you're looking at going into law or banking then no, definitely not. Anything else then maybe although the expectation would be that you would do a masters at a RG or similar.

When who is looking at it?

A 2:1 or higher is what is needed for most grad schemes. It doesn't matter too much about either the classification or the university. What matters for most employers (or postgrad admissions) is *you*, not your prior university or classification.
