    I agree, Only institutionally racist policy I can think of is Affirmative action and that's to help historically underrepresented minorities such as african-americans, at the expense of high-achieving minorities such as jews and asians. Should we stop positive discrimination then?

    That doesn't prove they're subject to institutionalised racism and work harder than whites.
