    The Constitution allows for freedom of worship only if not practiced in a way that is "contrary to good costume". Were it applied strictly (which in this case it is not, probably rightfully), certain habits of our Muslims would be censorable (praying, ie shouting and lying down) in streets, segregating women and forcing eastern costumes on them, dressing up in a way that prevents recognition contrarily to common use and partially law, etc).

    Anyways, the point is not of religious discrimination, but of national security, that's what the register of imams/mosques and Italian preaching is for. The minister you quoted was previously in charge of secret services, so his first concern is security. There is the foreign fighters phenomenon and many radicalised Muslims get caught trying to organise attacks, contacting IS, instructing violence during sermons as Imams, covering up radicalised peers, etc.
