    When learning a langauge or an instrument when can you say 'I know how to speak/play that.'?

    When are you fluent and are you ever fluent and if not why do people say they're fluent?

    fluency is hard to define, there's the CEFR levels indicated by the Eu.

    A1 - beginner
    A2 - advance beginner
    B1 - low intermediate
    B2 - high intermediate
    C1 - proficient
    C2 - 'fluent'

    Fluency is very subjective.
