My friend hopes to study at either King's College London or Exeter from 2018.

Which institution is more prestigious and has the better overall reputation? Which institution has the 'wow' factor?

in general it is definitely Kings college, however it really depends on the course.

In the States, "Exeter" for most people means a famous boarding school in New Hampshire. But YMMV depending on where you are plying your trade.

Also, after you get past the top line in your resume, enthusiasm---> success---> the right course is much more helpful in the long run. Don't go to London if it will make you flame out, in other words.

King's College London is definitely more "prestigious" in terms of international reputation for Biological Sciences and related Courses however I would argue that Exeter has the better course in the undergraduate level. It would definitely depend on personal preference in terms of which course your friend likes rather than "prestige"
