So I've been on five dates with this guy and we have kissed (only a peck).

We go out and have a good time, and I think we both want a relationship, but it's moving REALLY slow.

I'm just wondering if this is strange not to have done anything more than a peck of a kiss?

Yes, that is strange. Most people know rule of thumb is sex by 3rd/4th date.

if you like the guy, then on next date try give him a few body language cues to escalate physically and see if he bites. He should do unless he's a priest or totally socially inept.

And if he doesnt, then I would question entering a relationship with someone that you have to to coax to get their sexual side going.

    I disagree with the above.

My ex didn't kiss me until out 6th date and we were together 8 months.

He could be shy, not know if you are interested. Although he may not be interested. It is hard to say.
