The roots of a plant have root hair cells as this increases their surface area for the maximum absorption of minerals by active transport and water by osmosis

Plants need root hair cells because they have a large surface area, so they can absorb water quickly and they need xylem cells because the xylem transports water and solutes from the roots to the leaves.
Hope this helped
