Application process after the 15th

A friend has decided to apply to university, he's been out of college since completing this level 3 computing BTEC in July 2016 achieving a D*D*D.
He's emailed his old lecturer asking for a reference with no response yet (Half-term).
He's also currently doing his personal statement which is a few days away from being ready.


As it is after the 15th of January, and he is no longer with his old college, what can he expect from universities regarding his application process?
Can he expect to be low-priority? Or does the fact he's already achieved a high grade mean he's just as likely to get an offer as anyone else, as its going to be unconditional?

He needs to contact any universities he is considering to check if they are still accepting applications for the specific course he is interested in.

If they do, then he can apply as normal through UCAS.
