Tuition fee loan eligibility

I'm a 23 year old EU student who has not lived in the UK before. I also have a degree from a university in my country, but have decided to return to an undergrad and applied for courses in the UK. My first question is are whether or not I would have normal Home/EU fees or not since I have an equivalent qualification. The second is would I be eligible for a tuition fee loan? If anybody has some answers I would be very grateful.
Only certain degrees entitle you to funding for a second degree. These are mostly NHS funded degrees. It doesn't matter which country you did your previous degree in.

As you do not meet the residency requirements for Home Students you would receive a Tuition Fee Loan if you are eligible for support . Students with a previous qualification are unable to receive support for a new course of an Equivalent or Lower Qualification . Thanks
