smooth assumption

when answering questions with collisions of objects such as hollow cylinders or balls, and considering linear and angular momentum, for example, what does smoothness mean? what can I now assume? I know when they are rough they cant slip, but don't understand what that means for the objects in terms of v and omega. we haven't covered this material yet because this is from an optional question
