Does it matter when you withdraw within a term?

My university says that students must pay 75% if they withdraw within the second term.

Does it matter when during that term a student withdraws?

E.g. now?!

If for example, a student withdraws withing the last week of term 2, would the process take so long that it would drag into term 3 and as such need to pay the full 100%?

Yes, what you're describing is pretty much standard. The process of withdrawing shouldn't be drawn out though. Your only problem would be starting it just before the Easter holiday, at which point key academic staff might nit ge available. Admin functions will run through the holidays though.
