How do you make revision notes properly?

I'm trying to revise for Psychology A Level right now and I am struggling to revise because I don't know the proper way to go about making notes.

At GCSE, I just highlighted and memorized the content and it got me good grades. However, since A-Levels have so much content, it'd be impossible to revise like that so I'm trying to make notes but they're so inefficient. To study a 2 page handout, it takes me 1-2 hours.

Thanks in advance for any advice!

Go through the specification thoroughly and write notes in your own words so that when you look back on them you'll be able to understand them.

Would memorizing the content and then writing a summary from memory be the way to go?

Sure, if it helps then why not but make sure you understand what exactly you're writing so that way you have less to memorise because you understand the concept.

For Psychology I would get some flash cards and for each 2 page handout I would use one flash card (one side for the description and the other for evaluation) make it really condense though.
