FRENCH - pronunciation of 'est'?

Sometimes it's pronounced "ey" and sometimes "ett" (e.g. C'est is pronounced 'say' whereas c'est-à-dire is pronounced 'set-ah-dire'

Why is this, and how do I know which pronunciation to use??

I'm pretty sure it's because there's a vowel after the "est" in "c'est-à-dire". A similar example is "peut-être" where the "t" at the end of "peut" is pronounced (peu-tetre).
the answer above is right, when you have a vowel after the T like that, then you do pronounce the T, otherwise you wouldn't.
