Higher chemistry question help - van der Waal's

Hi. I hope someone can help. I'm struggling to understand this question, I'm not really sure what it is asking? I know the answer is D but how would I explain this to someone else?

Hi,
So this question concerns inter-molecular forces of attraction and intramolecular forces

A --> Non conductor but high melting point = Ionic structure. Ions have strong electrostatic attraction but are stationary and thus cannot conduct electricity.

C--> Metallic bonding high m.p and conduct electricity from the sea of delocalized electrons.

D--> Low m.p and non conductor. This molecules has only van der waals forces of interaction as its the weakest.

Van der Waal << Permanent dipole << Ion-dipole interaction
