I suppose it is a large group of different tissues but ... it is talking about the whole circulation? cause then there would be valves and capilaries which are different tissues. Yeah i suppose by simple explaination it could be an organ. i was taught a group of different tissues working together in a group to collectively do the same job is an organ.

Because it is made of specialised tissues such as elastic muscular etc
