Okay so I know it goes:

1st reading
2nd reading
Committee stage
Report stage
3rd reading
Same process in other House
Ping pong effect
Royal assent

BUT where does green and white papers come into this process??

Green and white papers aren't actually part of the parliamentary process. A green paper is GOVERNMENT consultation on legislative proposals, while a white paper is GOVERNMENT guidelines on its legislative plans - its a published report on what it'll propose and what it hopes to achieve, consultation data, etc etc.

These obviously occur before the 1st reading so the legislation is in line with it, but it's a government tool and not part of the parliamentary legislative process - So private members bill wouldn't use such tools and it's exclusive to government proposals only.

A green or white paper bill is what it starts off as in the introduction of the bill to parliament. Green papers are ones that are not clear in what they want to achieve yet and so are open to debated suggestions and reforms. White papers are more certain in what they want and aim to be passed trhough with as little amendment as possible. Think of it as being homework. Green papers represent multicoloured revision resources like diagrams etc that are constantly being amended and added to in order to achieve the perfect set of notes. White papers are the homeworks and essay you turn in. It's your best attempt and you hope it's good enough to get a pass without any changes by the teacher. If so, you change the sentence that needs amending and turn it in again for marking.
