what consequences would have a country in a recession era if the type of interest is growing?

I don't understand.

Recessions are not good, it means the economy is contracting rather than growing. Central banks will cut interest rates to make borrowing cheaper and saving less incisive. This in turn should stimulate the economy, they can also employ measures such as quantitative easing. This means they use bank cash to buy bonds in the economy to stimulate growth etc.
