If I did an Economics and Mathematics degree could I become a maths teacher

I would imagine so - I say that as a maths student with knowledge of what that joint honours involves and what teaching requires (kind of!) and that people can get into it without doing a degree in maths or joint honours maths..

There is a shortage of Maths teachers and so there are plenty of Maths teachers with degrees in other subjects with varying levels of Maths (engineering, accountancy, Biology, Psychology..) I'd say the degree you are contemplating would make you better qualified than many.
You do not need extensive mathematical knowledge to be an effective maths teacher (though for PGCEs you will have to satisfy universities that a sufficient amount of credits were earned from mathematical modules). Someone with good A level passes has enough ability, that's not the issue.

In short, you'd be completely fine.
