How long do you have to be back in uk before fees are paid Watch

I went travelling for a few years and am now back in the uk.I have been back for over a year now and would like to try and get on a course through clearings but someone told me that I had to be back in the uk for over 2 years for my fees to be paid.
Can anyone tell me the answer please.

That sounds like nonsense to me. You're a British Citizen, so you should always be entitled to British sevices.

Unfortunately that'swrong. A lot of things depend on where you're normally resident, which for various purposes is 6 months or more in your "resident" country. Then there's residence which he has, but he may find he has lost the rights to free tuition. Being a british citizen doesn't guarentee that. Being resident and a UK citizen does.
