Probably because it has very low entry requirements, a large proportion of part time students and a massive drop out rate.
And, although it is spending vast amounts of money, some of its teaching and facilities are still not much better than when it was a college of Higher Ed. I think there will be a steady improvement in Derby's standing in years to come.

Because it's pretty bad. I should start the 'don't come to Derby' campaign! I live in Derby out of term time, and was born there, and frankly, although it's not a bad place to live, anybody can get into a better university than Derby. No offence to students there, and I know there are a few courses Derby specialises in, but otherwise, go elsewhere! Try Sheffield Hallam - that's not too bad, and generally has very low requirements. If you can get around BBB, or maybe Bs and Cs, you might have a chance of getting into Leicester, which is a very good university but has notoriously low entry requirements.

Are the Teaching facilities that bad. I am planning on applying to University of Derby for Economics and Finance. This kind of subject requires high standard teaching facilities, so I am starting to have a few concerns.

Great to hear you're thinking of studying with us! Our BSc (Hons) Economics and Finance course was ranked in the top 10 for student satisfaction by the Complete University Guide this year, and you get to use facilities like the Financial Markets Lab, which you can take a look at here: https://www.derby.ac.uk/study/facilities/financial-markets-lab/

My best advice would be to come and visit us at an open day, that way you'll have the chance to talk to the teaching team as well as see all the facilities in person to really get a feel for where you'd be learning!
