In my case, I did email them to ask if it could be changed, but the guy told me that the course was oversubscribed. So I was thinking if swaps are agreed on it'd make a stronger case. Would that work?

All courses at Imperial are oversubscribed. They won't know final places until results day, and even then a few may change their mind and drop out (eg International due to funding problems) or accepting places elsewhere (eg USA) or taking a gap year.

That can be when places appear.
