Talking to a self-harming friend

I saw red lines on my friend's wrist earlier, and a label (it looked like a sticker) saying "I self-harm." I didn't see if they were real or fake, but I don't think my friend engaging in self-harm is impossible.

I'm an ex-self-harmer (they know this, and they've shared with me that they experience depression) and I'm planning to send this email to this friend.

"Hey *name*.

Those red lines on your wrist earlier, and the label...

I didn't see if they were real or fake, and then you covered them. You shouldn't cut. I truly hope you're okay."

Is this an appropriate way to broach the topic? Could it be offensive? Is there anything more I should add?
I think as a friend you could simply say you were concermed? I m not sure saying it could be a sick joke is the best way to handle it. Add that you re there if they want to talk.
Really think you're lacking tact.
