Making nitriles from haloalkanes - conditions

got step 1 and step 3 right, just need help with conditions for step 2, I wrote KCN dissolved in ethanol but the MS wants me to include aqueous as well.


But if the KCN was aqueous (as well as ethanolic) wouldn't that lead to substitution of OH- ions as well? so isnt it a bit contradictory?

The nitrile may be a stronger nucleophile and so nitrile forms instead of alcohol?
or maybe they just want h+ ions to catalyse the reaction

The textbook insists on not using water at all and chemguide pretty much says the same thing. But I guess the MS has the final say lol
