It wouldn't be out of the question, as interview is only one part of the application, and it's easy to tell a LOT from the paper-based parts of the application. Interviews are, in many (though not all) cases, a confirmation of what is already thought. That is not to say colleges don't change their minds (they DO) - but that, often, the paper bit tells them the vast majority of what they need to know.
There is such a thing as 'sufficient information'. Quite a few people get letters saying they don't need to come up for interview because the uni already has enough info about them -- this does not necessarily mean they will be rejected!

I don't, however, have any anecdotal evidence. I just know the theory.

I chatted to my econ teacher and he said that he once had a student (the best one who he ever taught) who had an interview which was two mins long! Basically, the interviewer said: "When dya wanna start?" (or summat like that!) so i guess it is possible to get in without a "proper" interview- but i think its verry rare (no surprises there!) I read her personal statement and although it was one of the shortest ive ever read, it was pretty bloody amazing!!
so i guess it can be done...
