Question about low birth weight

You know how they say that the lower a babies birth weight the higher the blood pressure and risk of diabetes in adult life? Well does this mean low birth weight for gestation age or just low birth weight? For example what if a baby was taken out by c section at 37 weeks and weighed 5 pounds 4? This is an appropriate weight for 37 weeks but it is still low birth weight, would this baby be at risk too? Or is it just babies who are low birth weight for gestation age that have higher risks?
I would assume low for gestational age would be the ones at risk, but I really don't know for sure.
Being a preemie is risky in itself.
