You can still apply but you will prob get it late....maybe in October.

I only handed in my PN1 about 3 weeks ago. The process only took 2 weeks, so it is possible. They do say that after July 2nd you are not guarenteed payment before the start of term. I'm guessing you filled out the PN1 for fees etc, so it's not a lot of work for them to assess you for a loan, so it might be a bit quicker.
