Remember that the capacitance you are looking for is the minimum also from the range given

C = Q/V and therefore V = Q/C
If the capacitance is halved, and the charge is constant, the pd must double.
If the pd is 96, and we know the capacitance is 3x10^-12, then the charge must be 2.9x10^-10.
As (2.9x10^-10) / (96) = 2.784x10^-12, if the charge was 1.4x10^-10, then we'd be a factor of 2 out.
So I believe the answer is C.
However if I'm wrong, anyone, feel free to correct me!

First, calculate the charge with C=6.0*10^{-12} and V=48. That eliminates D.

Finally, we know that V=\frac{Q}{C}. As the charge is constant, and the capacitance has halved, we know that the voltage will double.
