Really interesting question! I'd like to pick one from a book but I really have to say Wo Fat from Hawaii Five-0. He's always 100 steps ahead of the characters and is very cryptic, appears from time to time getting involved with bad people and his motives and relationship to the main character is very interesting and keeps you guessing.

    What's yours?

The joker from dk to state the obvious. Others, err Wilson Fisk (daredevil) and Boyd Crowdor (justified) - both played by insanely talented actors, you find yourself rooting for them.
But #1 has to be Pablo Escobar (narcos), a drug kingpin who did a whole lot of bad things..but he's written so poetically that you just understand him etc...

I love franchises like Harry Potter.. so I would consider Lord Voldemort to be a pretty incredible villian. However... I LOVE Moriaty from Sherlock (don't know if that's spelt correctly) 😂😂 he's just so cunning and unpredictable.
