Maybe it doesn't scan well.
Because your papers are scanned and blue isn't as dark as black. This means that the fade that occurs when you scan something is greater so more of your answers could be lost. This is always why you can't use pencils for answering questions - diagrams are fine though since they're a lot less specific than a word.

As already explained above its because some blues don't scan very well and can't be read on a computer display. If answers can't be seen, the original papers have to be found and sent to staff to be marked by hand. This slows down the process and increases the cost, it is also prone to clerical errors that the automatic process has been designed to reduce/eliminate. Very dark blues cause no issues but it's easier to say black only rather than have people guessing whether their blue is dark enough.

That's one of life's mysteries haha
Blues don't scan very well but some scanners can pick it up, it's usually old scanners that can't pick up blue but always use black just in case because it gets picked up very easily by the scanner.
