Extended Qualifiation Project

I'm thinking about doing my EQP relating to CPR and how it should be made legal that school children and new mothers must be taught it.
However, I don't know exactly what my question should be.
The EQP will be a form of a researched written based report/essay.

You could phrase it as "should it be made compulsory for school children and new mothers to be taught CPR?". That way, you could discuss the arguments for and against, and why those social groups in particular are targeted for this hypothetical initiative. Hope this helps.
