I want to write something along the lines of: " I'm am well motivated, I have extreme amounts of potential... Blah Blah"
Does that sound arrogant?
Would I get a call from the admissions tutor calling to say:
"...you mother *&^$&* you call that a personal statement you piece of *%£*&%$& %$£&* %&%$& %$^%%$ smack *%&%$^* donkey &%£*)"$^& smell!"

I would advise against it, not only because you would sound arrogant, but also; I wonder how you are able to judge your own potential- what is your bench mark? It would be wiser for your referee to comment on your potential for excellence...

Don't overdo it, but it is okay to sell yourself. For places that don't interview this is the best info they get on you as a person, so don't be afraid to put (genuine) good qualities down.
A teacher at my school (unfortunately several months after my own PS was done, sent, and forgotten about) said to "think like an American".
