So for starters im 16 and 11 months , was a vegetarian (that didn't eat eggs as part of the Indian culture) but now im a pescatarian (that eats eggs as well), currently 5 foot 3 inch

when i was young i was very short possibly due to my diet which was mainly plain foods that only really holds calories rather than nutritional value also i was a very picky eater, opps

but now i started to eating proper foods with nutritional value to it which started around jan 2017, is it too late for my growth spurt to kick in or is there generally a cut off age where its not regarded for a growth spurt to happen?.

No, I have a friend who grew significantly from the ages of 16-20 by taking multi vitamins and exercising. His parents and siblings are short.

I would recommend taking supplements if you can't get enough nutrition in your diet.
