Well she could try talking to him but then again you are only a friend so really you will have no idea what is really going on.

Maybe he liked her back. Often guys go out of their way to ignore girls they like. Try getting her to ignore him too, for a while. Then either start talking to him again casually after that break, or hope that when she has withdrawn her attention he might start talking to her again. It is possible that her attentions are just not welcome.
