No response from the EEA Migrant Worker team

I submitted my EEA Migrant Worker application before the 26th of April, and some weeks after provided SFE with further evidence needed. I have called several times since, and the last time I did which was on the 17th of July, I was told that my application was to be finalised on that day (by 8pm latest). My course starts next month and I haven't heard anything yet , what should I do? I'm really worried.
